MINERALS 2004 concentrated on improving knowledge of Sustainability. It looked in particular at the need for a policy framework for minerals which was transparent, and, as far as possible, predictable. It considered the importance of reconciling society's needs and long term planning. Sustainable use of natural resources was a key theme. This looked at increasing resource productivity; decoupling impacts from growth; and taking into account all impacts during the lifecycle. This would involve making knowledge about resource use and impacts available to decision-makers. It also examined the questions of land access, the legal framework and human resources. The effectiveness of market-based instruments was also considered. The need to involve Trade Unions, NGOs, the Media, Civil Society and Investors was also emphasised.
